Remove the Admin Bar from WordPress 3.1

If you want to get rid of or hide the Admin Bar in WordPress, there’s no need to hack up the functions.php file or anything else like that.

Here’s what you do:

Click on Users and find the user name that you want to remove the tool bar from.

Scroll down to where it says:  Show Admin Bar and check or uncheck the options on what you need.

You will have two different options:
when viewing site
in dashboard

After that, scroll down a little more and click the “Update Profile” button.  You’re good to go!
